Position OverviewThe Medical Services Manager is responsible for planning, coordinating, and managing medical and clinical services to ensure a smooth transition from hospital commissioning to stable daily operations. The role ensures that all medical services are operationally ready, compliant with Indonesian healthcare regulations, and aligned with hospital quality and patient safety standards.This position plays a key role in clinical readiness, service activation, medical staff coordination, and ongoing operational performance, working closely with hospital leadership and multidisciplinary teams.

Commissioning & Pre-Opening PhaseClinical Service ReadinessLead the commissioning and operational readiness of all medical services.Ensure clinical workflows, patient pathways, and service models are tested through trial operations and simulations.Validate readiness of facilities, medical equipment, IT systems, and staffing prior to go-live.SOP, Policy & Governance SetupDevelop, review, and implement clinical SOPs, policies, and service protocols.Ensure alignment with Ministry of Health (MOH) regulations and accreditation standards (KARS).Establish clinical governance, patient safety, and quality frameworks.Medical Staffing & CredentialingCoordinate recruitment, credentialing, and privileging of doctors in collaboration with the Medical Committee.Support onboarding, orientation, and training programs for medical staff.Ensure adequate medical coverage plans for opening and early operations.Regulatory & Licensing ComplianceSupport preparation for licensing, inspections, and regulatory approvals.Ensure clinical services meet all operational and legal requirements before opening.Go-Live & Transition PlanningDevelop and execute go-live plans (phased or full opening).Identify and mitigate clinical risks during commissioning and early operations.Support smooth handover from commissioning team to operational management.
Daily Hospital Operations PhaseMedical Services Operations ManagementOversee daily operations of medical services to ensure safe, efficient, and continuous patient care.Monitor service performance, patient flow, and clinical productivity.Address operational issues and ensure continuity of care.Quality, Patient Safety & Risk ManagementImplement and monitor patient safety programs, incident reporting, and quality improvement initiatives.Ensure effective Infection Prevention and Control (IPC) practices.Lead corrective and preventive actions based on audits and incident reviews.Medical Staff Management & Doctor RelationsMaintain effective communication and collaboration with doctors and specialists.Monitor medical staff performance, attendance, and compliance with hospital policies.Resolve service-related issues involving medical staff.Compliance & Accreditation MaintenanceMaintain ongoing compliance with healthcare regulations and accreditation standards.Support accreditation surveys, audits, and regulatory reviews.Ensure timely renewal of licenses and clinical permits.Performance Monitoring & ReportingMonitor clinical KPIs, service utilization, and outcomes.Prepare regular reports for hospital management and committees.Recommend service improvements based on data and operational trends.Continuous Improvement & Service DevelopmentIdentify opportunities to improve service quality, efficiency, and patient experience.Support development and expansion of medical services in line with hospital strategy.Promote a culture of quality, safety, and continuous improvement.
Selection CriteriaBachelor degree in Medicine, preferably Master’s degree in Hospital Management (MARS), Public Health (MPH), Business Administration (MBA), or Healthcare Administration.Minimum 5-10 years of leadership experience in hospital, preferably type B hospital.Proven experience in hospital commissioning, pre-opening, or service expansion.Hands-on experience managing multiple clinical services (e.g., ER, Surgery, Dialysis, MCU).
