Role Description – Tender & Cost Control Engineer (Infrastructure/Construction)This is a contract, on-site position based in Tebet, Jakarta, with the possibility of conversion to a permanent role based on performance. The Tender & Cost Control Engineer will play a critical role in ensuring project competitiveness and profitability, from pre-project tendering to post-award cost monitoring. This role sits at the intersection of engineering, commercial strategy, and financial control, ensuring that projects are both winnable and financially sustainable.
Key ResponsibilitiesTender Analysis & Cost Estimation: Analyze tender documents, perform Quantity Take-Off (QTO), define efficient construction methods, and develop competitive and accurate cost estimates (RAB)Budget Planning (RAP Development): Translate tender budgets (RAB) into detailed execution budgets (RAP) as the baseline for project cost controlVendor & Subcontractor Management: Source, evaluate, and negotiate with vendors and subcontractors to secure optimal pricing aligned with project specifications and quality standardsCost Monitoring & Control: Track actual project costs against RAP, identify variances, and ensure early detection of cost overrunsFinancial Reporting & Projection: Prepare regular cost reports, including cost-to-complete and profit/loss projections, to support management decision-makingCross-Functional Coordination: Work closely with engineering, procurement, and project teams to ensure alignment between estimation, procurement, and execution
Key QualificationsBachelor’s degree in Civil Engineering or a related fieldMinimum 3–5 years of experience as Tender Engineer, Cost Engineer, Estimator, or Quantity SurveyorExperience in infrastructure projects (e.g., SPAM/piping, roads, bridges) is a strong advantageStrong ability to read technical drawings (AutoCAD) and prepare Bill of Quantities (BoQ)Solid understanding of market prices (materials, heavy equipment, labor)Advanced proficiency in Microsoft Excel (mandatory); knowledge of MS Project is a plusStrong analytical, negotiation, and detail-oriented skillsAbility to work under tight deadlines, especially during tender submissions
